The important messages in any institution travel in code, because the sender needs deniability. "You might want to keep options open" is a transfer warning. "The committee found the discussion interesting" is a rejection. The boss's silence after your proposal is the loudest memo he will ever send you. People who require things to be said explicitly hear everything last, because the explicit version is only published after the decision is beyond appeal. The maxim adds a crucial calibration: run favourable hints through a discount and unfavourable ones through an amplifier. Flattery is half-priced; warnings are wholesale.
Practice
- Treat repetition as signal: the "casual" remark made twice is a message wearing casual clothes.
- Read the channel, not just the words: what stopped being shared with you, who stopped copying you, which meeting moved without you.
- When you receive a half-spoken warning, act on it without forcing the speaker to confirm; confirmation costs them what deniability was protecting.
Use this when
- Use this in the weeks before postings and appraisals, when the institution communicates entirely in weather.
- Use it in marriages too; the important sentences at home are also half-spoken first.
Ignore this when
- Don't decode where nothing is encoded; a paranoid reader finds architecture in every noise (the triage calls this over-reading).
- Don't communicate ONLY in hints yourself downward; juniors deserve plainness. Hint fluency is for reading up, clarity is for speaking down.
A picture of it
At tea, a senior mentions, apropos of nothing, that the zonal office "is asking about bench strength in your line." One officer files it as small talk. The other hears the half-spoken whole: movement is coming, and names are being gathered. He updates his handover notes, accelerates one pending certification, and mentions, equally casually, his openness to the right role. When the order arrives six weeks later, only one of them is surprised, and only one of them chose his chair.
