What split should I aim for?

The 50/30/20 rule is a useful start: about half on needs, a third on wants, a fifth to savings and investments. Treat it as a direction, not a law.

What if savings come out near zero?

Then the wants line is usually the place to look first, not the needs line. Even lifting savings from 5 to 15 percent, held for years, changes the ending more than any clever investment.

Should I budget every rupee?

You do not need to track obsessively. Getting the three big buckets roughly right, month after month, beats a perfect spreadsheet you abandon in three weeks.
